This is a Computer Centre in Inverness, a city in the Scottish Highlands. The building is located at the corner of Greig & King St. 

The paper is one page of a sketchbook, cut at the seam and framed in a shadow box to display the paper's quality warped from watercolors and all artist marks, including location details, the number and color test strokes.
